Soraya Boulos is a Senior Consultant at Beyond Group’s GCC Hub, specializing in public sector strategy implementation and organizational development. With a strong background in local governance and policy development, Soraya designs innovative solutions that drive change across government institutions in the MENA, GCC, and South Asia regions.

Soraya has led a range of high-impact projects, including organizational restructuring and the establishment of a performance management unit for a key governmental entity in Saudi Arabia. Her contributions involved designing an operating model and implementing strategies to enhance organizational effectiveness. She has also contributed to organizational development initiatives, streamlining structures and optimizing processes to improve operational efficiency.

In addition, Soraya has led cross-country initiatives aimed at analyzing the challenges faced by children and youth across the Middle East. Her recommendations for policy solutions have been instrumental in shaping frameworks that address critical issues in education and community development. Soraya’s work in South Asia has also focused on assessing, implementing, and monitoring projects that enhance educational outcomes and strengthen community resilience.

Soraya’s expertise extends to civil society strengthening, where she has provided guidance on redesigning projects to improve impact, coaching partners on implementation, and ensuring that public sector organizations are equipped with the tools needed to drive sustainable change.

She holds a Bachelor of Arts in Political Science with a minor in International Law from the American University of Beirut.
