Omar Abdel Samad is a Senior Partner at Beyond Group’s EU Hub, where he leads the public policy and urban governance portfolio, with a focus on sustainable development and regional planning. As a key driver of Beyond Group’s urban governance work, Omar has played a pivotal role in delivering transformative urban development projects and governance frameworks across the MENA region.

Omar’s leadership has been central to several high-impact initiatives, including the development of regional plans in complex urban environments, advancing governance frameworks for waste management systems, and spearheading inclusive city programs that prioritize gender and youth participation in urban policy-making. His expertise in integrating stakeholder engagement processes into governance reform has been instrumental in securing policy buy-in from public institutions and local communities alike.

In addition to his role in public policy and governance, Omar has facilitated capacity-building programs that equip public institutions with the tools and knowledge needed to implement effective governance reforms. His hands-on approach has ensured that public sector institutions are not only reactive to immediate urban challenges but also proactive in addressing long-term development needs.

Before joining Beyond Group, Omar was heavily involved in community-based urban planning initiatives, where he worked with marginalized communities to develop participatory planning frameworks. This experience has deeply influenced his work in promoting inclusivity and resilience in urban governance systems.

Omar holds a Master’s degree in Urban Planning and Policy from the American University of Beirut. He is a recognized thought leader in urban governance and has been awarded for his contributions to policy reform, particularly in housing and waste management strategies.
