National Youth Policy Action Plan In Lebanon

On April 3, 2012, the Lebanese Council of Ministers approved the National Youth Policy. This policy includes 20 priorities and a list of 137 policy recommendations that have been adopted by the Lebanese government to improve the lives of young people between the ages of 15 to 29.

The action plan translates 20 priority recommendations, that were chosen based on a participatory process into 179 interventions over a three-year period (2019-2021). These interventions cover the policy’s five priority sectors.

The action plan also determines 17 ministries and various public entities, civil society organizations, educational institutions, healthcare centers, municipalities and international NGOS as stakeholders and implementing entities for each of the interventions. It also includes a monitoring and evaluation framework addressing each of the recommendations and interventions.

This document’s importance resides in capacity to:

  • Ensure alignment amongst stakeholders working on youth issues, including public institutions, civil society organizations and donors;

  • Ensure coordination between different stakeholders;

  • Allow the Ministry of Youth and Sports to better follow-up on the implementation of projects addressing youth;

  • Fundraise for interventions addressing youth in Lebanon;

  • Allocate budgets according to youth priorities.

The process of developing the action plan began in 2017 and was facilitated by Beyond Group in partnership with UNICEF and UNFPA. It was a five year process that included engaging over seventeen ministries and public agencies, local youth and civil society groups, as well as most multilateral and development agencies. In May 2022, the National Youth Policy Action Plan (NYPAP) was adopted by the government, after being approved by the Ministry of Youth and Sports, who in turn launched the NYPAP in September 2022.
